The public-health dilemma of state-owned tobacco companies

Some governments profit from the sale of cigarettes. But privatization may be no better. At least 17 countries own at least a portion of a domestic tobacco firm. Given that public health is considered a core responsibility of government, the conflict of interest couldn’t be more stark.
